Summary

Farmers from nine villages in the Rojka Meo area of Haryana's Nuh district have been protesting since February 2024 to get the enhanced land compensation promised to them for the land acquired by the Haryana government in 2010. A total of 1,600 acres of land were acquired across several villages in Nuh to establish the Industrial Model Township (IMT) Rojka Meo. The project is planned by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) for industrial and commercial development. 

Initially, when the land was acquired in 2010, the government was paying Rs 25 lakh per acre. But two farmers from nearby villages in Faridabad, Haryana, had approached the court stating that the compensation was not enough. As a result, the court ordered the government to increase the compensation to Rs 2 crore per acre. After this verdict, farmers from the other nine villages, Khedli Kankar, Meharola, Badelaki, Kanwarsika, Rojka Meo, Dhirdoka, Rupahedi, Khod (Bahadri) and Rewasan, also demanded fair compensation for their land. After years of negotiations, the government agreed to increase the land compensation price from Rs 25 lakh per acre to Rs 46 lakh per acre. Today, the farmers allege that they have only been paid Rs 21 lakh, and the remaining amount has not been received, while development work in IMT Rojka Meo is in action. 

The protesting farmers had been on an indefinite strike in Dhir Dhaunka village since 29 February 2024, to demand the promised compensation.

On 11 March 2025, the farmers halted the work of IMT Rojka Meo in Dhir Dhaunka village. Later, when the HSIIDC employees arrived at the site with machines, accompanied by the police to resume their work, hundreds of men, women and children reached the work site, surrounded the machines and claimed they would not let the work resume until their demands were met. According to PTI, an elderly woman fell unconscious and was rushed to the hospital during the protest. After that, hundreds of farmers surrounded the machines to halt the work. The police then arrested 107 farmers and took them in four Roadways buses, and a police team was also deployed at the protest site. In the evening, on a complaint of an HSIIDC official, an FIR was registered against 107 persons under various charges. Following this, the protests intensified in the next few months. The farmers said they would halt ongoing construction at the IMT site and continue their demonstrations, according to a report by The Tribune. The local police, on 9 July 2025, detained 10 protesters, citing their involvement in previously registered cases. 

Following this detention, farmer representatives and the district administration decided to hold a meeting. During the discussion, the Deputy Commissioner assured the farmers that they would schedule talks between them and the HSIIDC officials until a conclusive decision is reached. The suspended their months-long protest after the assurances. “We have spoken to farmers, and they have decided to wait to speak to the right authorities," DC Vishram Meena told the police. 

However, prohibitory orders have been placed across the district. As per the Nuh police, Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, has been invoked in the region. The restrictions apply to areas acquired by HSIIDC, including the Dhir Dhaunka village and zones around the Rojka Meo police station. According to a Times of India report, Nuh SP Rajesh Kumar said, "The restrictions are aimed at preventing disruptions to government development projects and deterring antisocial activities. Government officials, police personnel and HSIIDC officers are exempted from this order."

The farmers have temporarily suspended their protests following meetings with the district Administration. During the discussions, Deputy Commissioner Vishram Meena assured the farmers of scheduling meetings with Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) officials. “We have spoken to farmers, and they have decided to wait to speak to the right authorities," DC Vishram Meena told the police.
