Summary

On 9 September 2025, the secretaries of Putipakhna, Jalke, Tnera and Senha Gram Panchayats in Podi Uparoda Block, Korba district, received a letter from the Sub-Divisional Officer (SDO) instructing them to organise Gram Sabha meetings in all affected villages to pass resolutions in favour of a proposed mining project.

The instruction was issued because the villages fall under Schedule Five area, where the Panchayat Extension to Scheduled Areas (PESA) Act applies, making it mandatory to obtain villagers’ consent for land diversion for projects such as mining. The panchayats were also given a strict timeline from 2 to 6 October to secure these resolutions.

The letter also referred to an earlier communication the SDO had received from the District Collector about the requirement of a No Objection Certificate (NOC) from district authorities for diverting revenue forest land, along with a certificate stating that all forest rights claims have been settled under the Forest Rights Act. These documents are essential for a company to obtain the central government's approval for forest diversion under the Forest Conservation Act, 1980.

Earlier, in March 2025, Rungta Sons Private Limited had emerged as the highest bidder for Vijay Central Coal Mine in Korba during a commercial mining auction by the Union Ministry of Coal and Mines.

In response, villagers are refusing to issue any such resolution and say they are prepared to protest if any attempt is made to forcibly acquire their land. The forest and revenue forest land in question is crucial for their livelihoods, providing forest produce such as mahua (Madhuca longifolia), tendu (Diospyros melanoxylon), charota (Cassia tora), and char/chironji seeds (Buchanania lanzan).

The villages have not received Community Forest Rights, legal recognition of their customary rights to protect, conserve and manage their traditional forests, despite submitting claims in 2018. The Individual Forest Rights given so far have been granted to only a few households, and even in these cases, less land has been awarded than what was claimed.

Brijlal, who is a "samajik karyakata" (social worker) based in the area told LCW, "The companies and government are cutting mother earth’s heart, taking our lands  and ruining it by reducing ground water level and killing our forests. We will fight it till the end."
