Summary

The Indian Air Force's (IAF's) land acquisition near Lengpui Airport in Mizoram has sparked a controversy over alleged violations of acquisition laws and irregularities worth Rs 187.90 crore. The dispute centres around the acquisition of 115 acres of private land in Lengpui and Sihphir villages, Aizawl district, for IAF air defense systems. Initiated under the previous Mizo National Front (MNF) government in 2018, the deal was finalised in 2025 under the Zoram People’s Movement (ZPM) administration, sparking accusations of procedural lapses and kickbacks.

In a letter to President Droupadi Murmu, Prime Minister Narendra Modi, and Home Minister Amit Shah, Rajya Sabha member, K Vanlalvena on 6 February 2025 alleged that the state government purportedly acquired the land for the establishment of air defence systems at exorbitant rates and bypassed mandatory public hearings under Section 5A of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. He claimed the Rs 187.90 crore compensation—disbursed for 110 acres to IAF and 5 acres for airport expansion—benefited politically connected individuals, violating Mizoram’s tribal land transfer norms under the Sixth Schedule.

Meanwhile, opposition Indian National Congress, on 5 February 2026, urged the ZPM’s Val Upa Council—a traditional watchdog body enshrined in the party’s constitution—to investigate “illegal land sales and the payment of ‘exorbitant compensation’ to middlemen.” MNF echoed these calls on 6 February, accusing ZPM of “legal violations” and demanding CBI intervention, while ZPM countered by seeking a central probe itself, dismissing charges as “election-driven.”

Earlier, a local group Lengpui Airport Forum had raised alarms in August 2025 about environmental and security risks, warning the acquisition could jeopardise civilian aviation. The Mizoram Lokayukta registered a case on 3 February 2026, invoking Section 7 of the Mizoram Lokayukta Act, 2012, to probe irregularities in the land deal.

Meanwhile, the ruling Zoram People’s Movement (ZPM) on 6 February 2026 withdrew its earlier plan to lodge a complaint with the CBI after the Mizoram Pradesh Congress Committee (MPCC) filed an FIR with the agency’s Aizawl office. The state's information and public relations minister B Lalchhanzova said the ZPM hopes the state government will consent to a CBI probe if the agency agrees to investigate.
