Summary

In November 2025, locals and tourists raised serious environmental and livelihood concerns after the Umngot river, famous for pristine water, turned murky. Thousands of domestic and international tourists flock to Dawki every year to witness the river’s crystal-clear water, sustaining the livelihoods of boatmen, home stay owners, food suppliers and transporters.

Meghalaya Law Minister Lahkmen Rymbui said the issue stems from debris being dumped into one of its tributaries during an ongoing road expansion work. Expressing concern over the river pollution, the minister said that action will be taken against the company responsible to the road work.

Subsequently, a probe by the Meghalaya State Pollution Control Board (MSPCB) traced the problem to a road project by a construction company linked to a Japan International Cooperation Agency (JICA) between Shillong and Dawki, close to the India–Bangladesh border, where soil was released into a rivulet at Laityngkot. According to Rymbui, senior government officials, including Deputy Chief Minister and PWD Minister Prestone Tynsong, intervened and ordered the contractor to promptly address the damage.

Rymbui mentioned that the company responded positively and assured that necessary steps will be taken so that the glory of the Umngot River — the pride of Meghalaya — is restored. "A muddy Umngot is a loss not just for tourism, but for the livelihood of many," he said.

The problem is believed to have stemmed from a landslide near Laitlyngkot. Rymbui added, "It appears that the contractor engaged in road expansion work dumped the excavated soil nearby after clearing the road. The soil then got washed into a small tributary that joins the Umngot river."

On 7 November 2025, the MSPCB fined the National Highways and Infrastructure Development Corporation (NHIDCL) Rs 15 lakh for environmental violations linked to the project, directing its General Manager to pay the penalty within 15 days. An official stated, "The company has been given 15 days to remit the amount via demand draft or banker’s cheque payable to the Member Secretary, MSPCB, Shillong."

The action was taken under multiple environmental laws, including Water (Prevention and Control of Pollution) Act 1974, the Air (Prevention and Control of Pollution) Act, 1981, and the Environment (Protection) Act, 1986.

The NHIDCL has been instructed to submit a comprehensive report detailing the cause of pollution, remedial steps taken, and safeguards to prevent recurrence.

While environmentalists welcomed the move, they stressed the need for ongoing oversight. An environmental advocate from Amlarem said, "Fines alone are not enough. Continuous inspections and proper waste disposal systems must be ensured."

Meanwhile, the MSPCB affirmed that monitoring will continue and stricter action will follow if non-compliance persists.
