Summary

Serious concerns have been raised over soil cutting and illegal tree felling in a reserve forest area under the Bondapara forest range office in the West Kamrup Division. This situation poses significant environmental risks, threatening elephant habitats and causing soil erosion and wildlife displacement.

In April 2025, illegal earth cutting in Bondapara Reserve Forest, West Kamrup, Assam, emerged as a significant environmental concern after local communities, including residents of South Pukhuripara, Sukuniapara, and Boko villages, voiced their concerns. Residents alleged that smugglers, operating with the possible involvement of forest department officials, excavated a canal approximately 300 meters long, 12-15 feet deep, and 15-60 feet wide, violating multiple forest laws, which prohibits unauthorized removal of forest produce, including surface soil, and land clearing.

Boripara Village Headman Jagdish Rabha told the NorthEast Now, “We reported the illegal activity to the (forest) department, but they ignored us. We believe they’re involved”. They have demanded investigations but have not filed formal claims under statutes like the Forest Rights Act, which allows forest-dwelling communities to claim rights, or the Land Acquisition Act, relevant for land acquisition disputes. As of now, their response has been limited to reporting to authorities and seeking administrative intervention.

The villagers have appealed to Kamrup’s Guardian Minister and State Forest Minister Chandra Mohan Patowary for an investigation and immediate action.

According to the NorthEast Now report, Deputy Range Officer Bhairab Chandra Sharma was unable to provide relevant documentation about the permission given for soil excavation. However, he acknowledged that smugglers are indeed cutting soil in the reserve forest area. Furthermore, the District Forest Officer (DFO) of the West Division, Subodh Talukdar, stated that he was unaware of the illegal activity.

Meanwhile, an anonymous villager from the Bondapara area said, “We have never seen that they [forest officials] are successful in stopping deforestation. Every day, three to seven wood logs are transported from the Bondapara range area to the Brahmaputra riverine area. The department has also failed to solve the human-elephant conflicts.” 

In November 2024, Kamrup District Commissioner Deba Kumar Mishra had established seven task forces to address illegal earth cutting and related activities and take action against offenders. Additionally, the task forces were required to submit detailed action reports to the District Commissioner. It is unclear if any such report has been submitted to the department.
