Summary

In August 2025, the Biswanath district administration in Assam carried out an eviction drive in Nonke Japoriguri village, clearing over 175 bighas (approximately 23 hectares) of Village Grazing Reserve (VGR) land from alleged illegal encroachers.

The operation, part of Chief Minister Himanta Biswa Sarma’s broader anti-encroachment campaign, displaced 309 households comprising 1,714 people, primarily Bengali-speaking Muslims who had settled there after losing homes to river erosion.

Notices were issued on 1 August 2025, giving residents a 15-day deadline to vacate. One of the affected residents told The Assam Tribune, “We are from Balidubi and have been residing here for the past 40 years. Our house was swept away by floods, and we had no choice but to settle here… We are ready to leave, but where do we go now with floods all around?” Another added, “If the government could assist us with proper rehabilitation, it would be a big relief.” 

Meanwhile, a few residents approached the Gauhati High Court seeking relief. Petitioners argued that they have been in possession of the land for decades and sought legal protection against eviction.

On 17 August, the Biswanath district evicted 309 families from the VGR. Tensions flared up on 18 August during the demolition of a mosque, madrasa, and cemetery. Media reports suggest that evictees had urged the administration not to demolish the mosque, citing its religious significance. Officials initially assured that the demand would be conveyed to higher authorities, but the mosque was later demolished.

The chief minister emphasised on the protection of indigenous lands and vowed to continue such eviction drives to free forestlands, grazing lands, and government revenue lands from encroachers. On 27 August, the administration launched a tree plantation and wire fencing scheme under MGNREGA, allocating Rs 24.54 lakh for afforestation on 50 bighas (approximately 16.5 acres), signalling efforts toward environmental restoration.

The drive cleared 70 percent of the land in one day, including religious structures, and was supported by police and CRPF to maintain order.

On 5 September 2025, the Gauhati High Court halted an eviction drive scheduled for 7 September at Baghmari in Biswanath district while hearing petitions filed by residents. The court directed the Biswanath district administration to submit a detailed report by 8 September on whether the disputed land falls under the category of Village Grazing Reserve (VGR).

The High Court disposed of the petitions on 18 September 2025 after directing the Biswanath District Commissioner to take a final decision by considering the individual response and the documents submitted by the petitioners pursuant to the notices dated 20 August 2025. It further directed to maintain status quo until such decisions are taken.
