Summary

The Kerala government's move to digitise the entire land record and transactions under its scheme 'Ente Bhoomi', an integrated land information management system, has stirred mixed reactions among landowners. In approximately 40 percent of the cases, discrepancies have emerged between land measurements in digital resurvey and those in village record.

The administration is carrying out the innovative digital land resurvey across the state with three main objectives: to map every land parcel accurately, to settle long-standing boundary disputes, and to create a transparent, fully digitised land records system. The aim is to replace decades-old manual records with precise digital data, thereby, improving land governance, its transactions and reducing legal disputes.

The digital resurvey will be conducted across 1,550 villages, which the government hopes to complete in four years (2022-2026) in four phases. In the first phase, the resurvey is being done in 200 villages simultaneously, which is to be completed within six months. Another 200 villages will be covered in the next six months.

In the villages where digital resurveys have been completed, some landowners have pointed out that excess land has been assigned to them, while others flagged a reduction in the land owned by them. George Varghese, a landowner from Thodupuzha of Idukki district, told The New Indian Express: “A large number of people, including shopkeepers, are seeing a decline in land holdings after the resurvey. Many are planning to move the court.” People who got excess land after the resurvey are also dissatisfied because they can neither get the excess land assigned in their name nor pay property tax until the additional land is officially assigned to them. Thus, landowners are unsure about the next steps.

Revenue Minister, K Rajan, told Mathrubhumi that the new settlement law will provide a permanent solution to the discrepancies between the land area in the Basic Tax Register (BTR) and the digital survey. He added that if an individual finds additional land through a digital survey and there are no legal disputes or claims over it, the landowner will be given the opportunity to pay taxes for the additional land.

However, a Settlement Act is still in the work and given the complexity of issue at hand, the implementation is likely to take a while.

As on July 2025, the digital land survey of 7.34 lakh hectare of land in as many as 312 villages has been completed.
