Summary

On 20 January 2025, approximately 60 homes were demolished in an anti-encroachment operation led by the Forest Department in Mahamaya Hill, near Shrigarh village in Surguja district in Chhattisgarh. The Surguja Divisional Forest Officer (DFO) had issued notices to 182 occupants on 17 January, citing unauthorised occupation of forest land.

Around 500 personnel from the police and the Forest Department were deployed for the operation. The eviction began at 9 am and continued for over four hours, during which four JCB machines were used to demolish about 40 homes, while an additional 20 were damaged.

Earlier, an investigation report showed that the total number of encroachments in the area was 254 and an area of 3.39 hectares had been encroached upon between 2007 and 2016.

Residents—primarily Muslim migrants from neighbouring states—claimed that they have lived on the land for over two decades. They alleged that the eviction was carried out without adequate prior notice or alternative housing arrangements. A 2021 administrative inquiry using historical Google Earth imagery reportedly confirmed the presence of settlements dating back to at least 2007.

On the day of the eviction, police set up barricades and reportedly used force to disperse protests. A resident, speaking to NDTV, asked, “If they can give us some kind of [housing] arrangement [it would be good], where will we go with our little kids?”

That morning, a writ petition filed in the Chhattisgarh High Court resulted in an interim stay on further demolition,_ which took effect by 1 pm,_ once 300 people had already lost their homes. The evicted families spent the night in makeshift shelters with their belongings in a clearing in Nawagarh.

The following day, around 200 displaced residents marched to the Surguja Collectorate, raising slogans demanding housing and rehabilitation. Two representatives submitted a memorandum to Sub-Divisional Magistrate Fagesh Sinha, outlining lapses by the Forest Department. The SDM acknowledged their concerns and assured that assistance would be considered.
