Summary

The Assam government’s plan to hand over 150 bighas (about 49.5 acres) of grazing land adjoining the Dorabeel wetland in Kamrup district to a private company for constructing a logistics park has sparked widespread opposition across 21 villages under the Palashbari circle.

The Dorabeel wetland, located in the Palashbari revenue circle, is known for its rich biodiversity. According to a study by the Dorabeel Village Grazing Field Protection Committee, the wetland is home to 74 fish species, 200 species of resident and migratory birds, 10 mammal species—including the endangered Gangetic river dolphin—along with 23 reptile species, 68 butterfly species, and various medicinal plants.

Villagers claim that the project, proposed under the Assam Industrial Development Corporation Limited for a Kolkata-based firm, poses a serious threat to the livelihoods of about 3,000 families and the fragile ecology of Dorabeel.

The controversy began when the Kamrup district administration issued a public notification on 7 April 2025, announcing the government’s decision to denotify 150 bighas of Village Grazing Reserve (VGR) land in Rampur No. 1 and Rampur No. 2 villages for the logistics park to be developed by M/S New Kolkata International Development Pvt Ltd. The public was given a month to submit objections, with hearings held between 21 and 23 May.

However, villagers report that their concerns were largely ignored in the new notification that was issued on 1 September 2025, inviting public objections once again. “Issuing a new notification with only minor changes after disregarding public objections is conspiratorial, undemocratic, and unconstitutional”, said committee member Dipankar Thakuria.

Committee leaders Ashwini Majumdar and Kanak Chandra Das allege that the September notification simply combined two previously proposed plots into a single 150-bigha parcel.

“Already most of the agricultural lands of Rampur have been occupied by different industries”, said Ashwini Mazumdar, chief convener of the committee. “Now, the proposed move of the state government will affect the biodiversity-rich Dorabeel and the grazing land. The existing industries have already polluted the soil, water and air of our locality. The construction of the logistic park will exacerbate environmental degradation.”

Committee member, Md Nizamuddin Ahmed echoed similar concerns, stating, “During the monsoon, the grazing land merges with Dorabeel, supporting fish production that sustains around 2,000 families from 10 villages. This project will disrupt their livelihoods.”

District officials, however, claim that the logistics park will not be built on the wetland itself and that the project area has been slightly altered to “maintain ecological balance.” They also claim to have sought feedback from relevant departments and granted another month for written objections.

In response, the Dorabeel Village Grazing Field Protection Committee has submitted a new memorandum to the Kamrup Deputy Commissioner’s office, repeating their opposition to the plan.
