Summary

On 22 August 2025, more than 5,000 villagers gathered in Kohadiya in Berla block of Bemetara district, Chhattisgarh, to oppose the proposed sponge iron plant of Vrajesh Steel Pvt Ltd covering 24.25 hectares.

The public hearing for environmental clearance quickly turned into a mass protest, with farmers, women, students, and local leaders voicing strong opposition. They unanimously demanded the cancellation of the project raising environmental and livelihood concerns. A total of 561 people formally registered objections, though hundreds were allegedly denied a chance to speak.

The land earmarked for the plant comprises mostly of agricultural land. Farmers alleged fraud in the way their land was handed over to the company. Speaking to LCW, local activist Sandeep Patel said, “Farmers had parted with their agricultural land holdings years ago after selling them to a middleman, Narendra Kumar Agrawal. In 2021, Agrawal sold this land to Vrajesh Steels Pvt Ltd through a registered sale deed.”

Villagers say they were unaware of this transfer and only discovered in 2024 that the land was being prepared for a steel plant. The matter came to light only when GAIL India started laying gas pipeline across their fields, but it was redirected after Vrajesh Steels filed an objection to its trajectory. Farmers who had received Right of Use (RoU) agreements for the pipeline realised the redirection was linked to the company’s industrial project.

Farmers and panchayat representatives strongly opposed the plant, citing risks of air and water pollution, soil degradation, and threats to agriculture-based livelihoods. In a letter to the Collector, they pointed to Silatra in Raipur district, where sponge iron plants have left surrounding villages suffering from toxic emissions, water contamination, and declining crop yields. Protesters also raised fears of irrigation water shortages and insisted that Kohadiya’s fertile land must remain agricultural.

The protests were joined by MLA Dipesh Sahu, former MLA Ashish Chhabra, farmer leader Yogesh Tiwari, and members of the Johar Chhattisgarh Party, along with activists from Raipur and Bhilai. Leaders accused the administration of enabling corporate interests while disregarding the concerns of local farming communities.

District officials, including Environment Officer Anita Sawant, assured the farmers that the plant would not move ahead without a Gram Panchayat NOC. However, it is important to note that under the Environment Impact Assessment (EIA) Notification, 2006, only a public consultation is required, not Panchayat consent. Furthermore, as Bemetara is not a Fifth Schedule area, the Panchayats (Extension to Scheduled Areas) Act (PESA), 1996, does not apply either.

Although the hearing concluded with villagers overwhelmingly rejecting the plant, it remains to be seen if the Environmental Clearance for the project is granted.
