Summary

The Hasdeo Bango Dam in Chhattisgarh, constructed in the 1980s, submerged 52 villages and displaced thousands of families. Testimonies indicate that some landholders reportedly received compensation as low as Rs 2,500, and resettled villages lacked transport and other basic facilities, while individual landholdings were significantly reduced.

Although the state government had promised alternative livelihoods—such as poultry and fishery activities—these commitments were not fully realised. Initially, the government did not recognise fisheries as a primary source of livelihood for the displaced and awarded contracts to private entities from outside the area, often seen as having close links with officials in the Fisheries Department.

Over time, displaced families formed fishermen’s cooperatives and were allowed to fish for 4–5 years on a royalty basis. However, this changed when the government decided to lease the reservoir to private contractors for longer durations. As a result, many displaced Adivasi families working as traditional fishers say they were reduced to wage labourers on their own water bodies.

In recent years, the community has reorganised through the Bangodai Producer Company Limited—an FFPO formed under the Pradhan Mantri Matsya Sampada Yojana. When the state issued a new tender in 2025 for fishing rights in the reservoir, Bangodai participated and, after applying a 10 percent preference for displaced groups under the state’s 2022 Fisheries Policy, emerged as the second-highest eligible bidder. The tender was later cancelled without explanation and reissued, and bidders were not informed or refunded their deposits. This raised concerns regarding transparency and procedural fairness.

Opposing the state’s tendering approach, local fishermen’s groups argued that the leasing model undermines their customary rights and livelihoods. They demanded the restoration of a royalty-based system for local cooperatives instead of private lease contracts. The Chhattisgarh Kisan Sabha has publicly supported these demands.

A boat rally was organised in the reservoir, followed by a demonstration and a memorandum submitted to the administration on 6 October 2025. In their memorandum to the Chhattisgarh State Cooperative Fisheries Federation, the Tribal Fishermen’s Association (Hasdeo Reservoir) called for cancellation of the current tender, amendments to the 2022 Fisheries Policy to prioritise local fishing committees, recognition of the rights of displaced communities under FRA, 2006, including Community Forest Resource Rights (CFRR), and a joint meeting between officials, cooperatives and local representatives before any further decisions.

Meanwhile, the state has announced an aquapark project worth Rs 37 crore in the submergence zone to promote fish production. Displaced communities have questioned whether such projects will support local livelihoods or continue to advantage private contractors.

The Chhattisgarh High Court earlier stayed the reissued tender, however, it later dismissed the petition stating that such action falls within the administrative discretion of the tendering authority and cannot be termed arbitrary.
