Summary

In 2024, the Telangana government issued a notification for acquiring 1,358 acres of land for the pharma cluster from 580 farmers in Lagacharla in Dudyal mandal of Kodangal Assembly constituency. Soon after, protests broke in September 2024 out as villagers alleged the state's land acquisition for a proposed "Pharma Village" was being carried out without following proper procedures.

The land acquisition process was initiated under Section 10A of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Telangana Amendment) Act, 2016, which exempts certain projects, including industrial corridors, from social impact assessment and related public hearings. 

Farmers, mostly belonging to SC/ ST and OBC categories, claimed that the land was allegedly being forcefully acquired without any prior notice. They added that the fertile agricultural land has been owned by them for generations.

On 11 November 2024, the District Collector and other officials held a meeting to discuss land acquisition for setting up pharmaceutical companies in the village. However, the officials were attacked by a group of individuals who vandalised their vehicles with stones. At least 25 persons accused were arrested by the police in connection with the attack on government officials. They were later released on bail.

Meanwhile, a group of farmers lodged a complaint with the Telangana State Commission for Scheduled Castes and Scheduled Tribes, alleging that the police assaulted tribal farmers, including pregnant women, in the middle of the night. The complaint alleged that following the attack on Vikarabad district officials in Lagacharla village on November 11, “police personnel violently entered” into tribal residents’ homes from 12 midnight to 6 am by breaking down doors and “assaulted women, including pregnant women, using excessive force.”

The arrests sparked charges of police violence and human rights breaches, prompting the NHRC and the SC/ST Commission to intervene. An investigation team of the National Human Rights Commission (NHRC) later found that the police arrested and physically tortured some residents of Lagcherla at the Parigi police station for attacking the Vikarabad district collector and revenue officials during the public hearing.

On 29 November 2024, the state government withdrew its proposal to establish a pharma village at Lagcherla in Vikarabad district and announced that it will instead set up a multi-purpose industrial park. Accordingly, the government issued a fresh notification in November 2024, to acquire 1,177 acres in Lagacharla, Hakimpet, and other villages.

The villagers and Vikarabad district administration continue to be at loggerheads over establishment of the industrial park in the region. Villagers of Rotibanda thanda, Lagacharla and Pulicharla have been standing firm on their decision to not part with their lands for the park. In February 2025, at a few places in Rotibanda thanda, people argued with police and officials and opposed a survey for the land acquisition. They insisted that they do not want any industries in the region and permit them to cultivate their fertile lands.

A senior official from Vikarabad district told the Times of India that nearly 60 farmers from three villages—Lagacharla, Hakimpet, and Polepally in Dudyal mandal of Vikarabad district—have agreed to part with their land for the project. He added that the approximately 530 acres of land has been taken over in these three villages, with 71 acres of assigned land in Polepally, 90 percent of land in Hakimpet and about 50 percent in Lagacharla.

On 6 March 2025, the Telangana High Court stayed the land acquisition in Lagacharla and Hakimpet for the industrial park. While hearing two separately filed writ petitions challenging the notification, the court questioned the legitimacy of using Section 10A and ordered the status quo.

The matter is still in court, and the future of the proposed industrial park is unknown, as officials must now demonstrate compliance with fair compensation and procedural rules before proceeding.

The lawyers who represented were Ch. Ravi Kumar and M. Bhaskar Circle Inspector M. Srinivas Reddy and Sub inspector Rajesh Kumar arrested the rioters.
