Summary

In the aftermath of the Meitei-Kuki conflict in Manipur that erupted in May 2023 over demand for ST status, farmers from both the communities have lost access to their fertile agricultural fields, significantly impacting the state’s rural economy.

The conflict, sparked by a Manipur High Court directive (revoked in February 2024) granting ST benefits to Meiteis, resulted in violent clashes between Kukis and Meiteis for several months. While initial clashes at Torbung claimed five lives, it rapidly escalated to Kangpokpi (20 homes torched) and Churachandpur, resulting in 258 fatalities and over 60,000 displacements by November 2024.

To avoid further untoward incidents, several buffer zones were set up along NH-2 and NH-37, which included hectares of fertile agricultural lands cultivated by members of both communities. These agricultural fields provide livelihood to 60 percent of the state population. Manipur relies on 1.95 lakh hectares of paddy fields cultivated by over 2.3 lakh farmers, predominantly smallholders who produce just enough to sustain their families.

Many farmers reported threats and violence when attempting to resume farming. In Chingphei village, Kuki farmer Ngulsang highlighted two years of denied field access, emblematic of losses from Sabungkhok to Bishnupur borders. In the Ujungmakhong village of Churachandpur district, around 30 families collectively possesses about 15 hectares of land but it remains uncultivated. "A lot of grass has taken over. The smaller weeds can be removed with herbicide. Up until now, we haven't received any assistance, which frustrates me greatly," a farmer told NDTV.

Similarly, in Leitanpokpi village, located in Imphal East, Meitei farmer Konsam Sanajaoba is unable to reach his two-acre land situated in a Kuki-majority hillside region, now designated as a buffer zone supervised by security personnel. “I possess two acres of farmland in an area dominated by Kukis, which has now become part of the buffer zone with security forces stationed. Currently, I cannot access my field, which is causing me considerable mental distress. The Kuki community does not have farmland in this area, but numerous Meitei individuals own land there,” he shared.

Hanjabam Isworchandra Sharma, an Associate Professor of Agriculture and Rural Economics at Manipur University, noted that the repercussions extend far beyond agriculture.

“Approximately 3,000 households, along with around 65 villages, have been directly impacted. These families have lost their main source of income, and their earning potential has been drastically limited. This will also affect livestock, fisheries, and other non-agricultural sectors,” he remarked.

A landmark reconciliation effort unfolded on 9 December 2025 when Meitei MLA Yumnam Khemchand visited a Kuki relief camp, urging harmony in a rare cross-community gesture. However, Kuki organisations like the United People’s Front and Kuki National Organisation stated that reintegration with Manipur as “impossible” and demanded a Union Territory with legislative powers during talks with the Ministry of Home Affairs on 13 December.

On 15 December, Meitei and Kuki MLAs convened jointly in Delhi, amplifying calls for the safe return of Internally displaced persons (IDPs) amid a looming deadline to dismantle temporary relief camps.

While attempts are on to resolve the Manipur crisis, a comprehensive land resolution is awaited.
