Summary

A newly constructed concrete gateway known as Shokhevi along the Assam–Nagaland border in Chungajan, Assam, has sparked tensions among residents in Assam. The gate is constructed on a road connecting Navamilanpur with No. 2 Shantipur in the Sarupathar subdivision. The structure in Golaghat district was reportedly built by members of the Naga community, who claim the area falls under Nagaland’s Niuland district. Residents in Assam, however, viewed the structure as a symbolic assertion of Nagaland's territorial claim over the disputed area. The conflict dates back to 1963, when Nagaland was created as a state under the State of Nagaland Act, 1962, following the 16-Point Agreement between the Government of India and leaders of the Naga People's Convention. The creation of Nagaland did not settle competing claims over the inter-state boundary, particularly in Naga-inhabited areas that remained within Assam. According to the agreement, the Government of India agreed to integrate the Naga-inhabited territories that had been annexed by the British and incorporated into Assam. However, Assam has disputed this interpretation, maintaining that any alteration of state boundaries can only take place through the constitutional process under Article 3 of the Constitution, and no such territorial transfer has occurred.

Protesters demand removal of the gateway

Protesters from Assam have demanded that the gateway be removed, expressing frustration over what they describe as inaction by the Assam government despite repeated complaints and appeals for intervention.  However, no such territorial transfer has taken place. In 1967–68, the governments of Assam and Nagaland agreed to let the Survey of India demarcate the Assam–Nagaland boundary. Nagaland later boycotted the exercise, arguing that it did not adequately address its historical territorial claims.
The Sundaram Commission was appointed by the Government of India in 1971 under Justice K.V.K. Sundaram to survey and recommend the demarcation of the Assam–Nagaland interstate boundary. The commission recommended retaining much of the existing administrative boundary, rejecting Nagaland's historical claims. Assam, however, continued to rely on the existing constitutional and administrative boundary. The disagreement persisted, and the matter remained unresolved in the Supreme Court. The dispute continues, involving around 66,000 hectares of land along a 512-kilometre stretch of the inter-state boundary. 

Protesters submitted a memorandum detailing concerns

One of the locals stated, “They are persistently trying to encroach on Assam’s territory.” He also alleged that both the Assam government and central authorities failed to effectively represent the state’s concerns and claimed a lack of interest shown by the CRPF in the matter. Officials, including Border Magistrate Priyamjyoti Phukan and Sarupathar Sub-Divisional Police Officer Dipen Pator, were present at the protest site, where demonstrators formally submitted a memorandum detailing their concerns, including a demand for the immediate removal of the gate. Residents involved in the current protests said the reported attempt to bring Assam’s land under Nagaland’s control has deepened anxieties in the area, prompting people in the Chungajan-Majgaon Panchayat to mobilise and stage demonstrations.
