In 2009, ACB (India) Limited, a coal beneficiation private company, signed an Memorandum of Understanding with the Government of Madhya Pradesh for setting up a 1200 megawatt thermal power plant at Bhumka and Musamudhi villages in Majhauli tehsil in Sidhi district. The government acquired 1,100 acres land for the project and paid compensation much lesser than the market rate. In fact, the government transferred the compensation amount directly to the bank account of 40 land owners. The land owners, mostly Adivasis, are unhappy with the low compensation - INR 60,000-80,000 per acre.
Umesh Tiwari, convener of the Toko Roko Thoko Kranti Morcha, said, "The whole fight is about exploitation." He added that only when the company will provide revised compensation as per the LARR Act, 2013, and not the 1894 Land Acquisition Act will the framers and the organisation give their land for the project. In 2017, hundreds of framers joined in a protest against the land acquisition for the power plant.
Due to these bottlenecks, the work had not started till 2020. LCW spoke to Rajkumar Sinha of the National Alliance of People's Movement on July 30, 2020. He said that the Adivasis have still not given up their land, even though on paper it says that the land has been acquired and compensation given. Meanwhile, the affected people organised a conference on September 29, 2019, to get back their land officially while transferring back the compensation.
