Summary

The Bodhghat Multipurpose Irrigation and Hydropower Project in Chhattisgarh has re-emerged as a major point of conflict between the state government and tribal communities in Dantewada and Bijapur districts. The project originally received approval in 1979 and involves constructing a large dam on the Indravati River near Barsur village.

The project has been proposed several times over the following decades and stalled due to funding, political changes, and opposition from local communities. Earlier survey attempts in 2020 were met with objections from environmental groups and villagers who questioned the project’s ecological impact and legality.

In 2025, the Chhattisgarh government revived the project as part of a larger development push for the Bastar region. Media reports state that the project cost has increased to between Rs 22,000 and Rs 29,000 crore and is linked to a broader Rs 49,000-crore investment plan for the region. The state projects irrigation coverage of 3.6–3.78 lakh hectares and a hydropower capacity of 125–300 MW.

However, local communities and activists are oppose the project, pointing to the significant social and environmental costs. The dam is expected to submerge up to 13,783 hectares of land, including about 5,407 hectares of forest, affecting 56–57 villages, most of them Adivasi. Protest leaders estimate that nearly 50,000 people may lose land and homes and that approximately 50 lakh trees may be cut.

From 2020 onwards, villagers from the Maa Danteshwari Janjati Hit Raksha Samiti have held several discussions and protests in Hitalkudum village in Bijapur, with “we will sacrifice our lives but not our land” emerging as a common slogan across the movement. Villagers allege that surveys are being conducted without the mandatory consent of Gram Sabhas, which they argue violates the Forest Rights Act, 2006 (FRA) and PESA, 1996. They also say that there is no equivalent agricultural or forest land available for rehabilitation, citing past displacement cases in the region, such as at the Hasdeo Bango dam.

Between June and September 2025, thousands of villagers blocked survey teams, held rallies, and submitted memorandums to district officials and political leaders demanding that the project be cancelled and that their forest rights be recognised.

As on November 2025, surveys are ongoing. No land acquisition or environmental clearances have been finalised yet.
