Summary

The Jammu and Kashmir government’s decision to transfer nearly 4834 kanals (approximately 600 acres) of prime agricultural land for the establishment of a new National Institute of Technology (NIT) campus in Pulwama has evoked widespread controversy, with political leaders and netizens raising serious concerns over the scale and its impact on the livelihood of farmers.

In an official communication in December 2024, the district administration announced the formation of a team to expedite the preparation of necessary revenue documents. The move drew criticism and opposition from farmers, who over the decades have invested lakhs of rupees to shift to high-density apple cultivation, which has become their primary source of income.

In a petition filed before the National Green Tribunal (NGT), a petitioner argued that the area proposed for the NIT campus has an estimated 4 lakh almond trees, 3 lakh apple tress and numerous plum, walnut, willow, chinar, acacia, Rubina and other green standing trees. It is important to noted that walnut and willow trees are protected trees under the Jammu and Kashmir Preservation of Specified Trees Act, 1969.

Farmers fear that if these trees were cut or the land was transferred to the institute, the farmers who survive of farming would end up losing their source of livelihood. The area is currently being cultivated by farmers from 16 villages, including Newa, Urwan, Malwari, Gudoora, Jahama, Narbal and Ugurgund (Pulwama); Nowpora Nowgam (Lonapora), Daffarpora, Zadoora, and Karimabad (Rajpora); Parigam (Pampore), Kultreh, Barigund, Bahrampora and Baghat-i-Kanipora (Chadoora).

Meanwhile, environmentalists also pointed out that the land also plays a critical role in maintaining the local ecosystem. The apple orchards act as carbon sinks, mitigate air pollution, and provide habitats for pollinators—bees, butterflies, and other vital species.

On 1 August 2025, the NGT dismissed the plea against the proposed NIT Srinagar campus in Newa, Pulwama, after authorities clarified that no land had been acquired or trees felled for the project so far.

In its affidavit dated 22 July 2025, NIT Srinagar stated, “No land has been allotted, transferred, or handed over to NIT Srinagar at Newa Karewas, Pulwama, or elsewhere. Further, no possession of the proposed land has been taken. Thus, the Applicant’s claims regarding felling of trees, ecological degradation, or biodiversity loss are premature and devoid of merits and factual basis.”

Currently, the NIT, with about 3000 students, operates from a 67-acre (536 kanals) plot of land on the banks of Dal Lake near Hazratbal.
