Summary

The 1200 MW Kalai-II hydroelectric project in Arunachal Pradesh has drawn strong opposition from local communities. The protests follow similar opposition to the proposed Upper Siang Multipurpose Project that would impact the districts of Upper Siang and East Siang.

The Kalai II project, estimated to cost Rs 13,000 crore, is being developed by Tehri Hydro Development Corporation (THDC) India Ltd with the Arunachal state government. Comprising seven generation units, the project is planned to generate 1,200 MW of power along the Lohit river.

Villagers from Nukung and Mla in Anjaw district are opposing the project, alleging violations of legal norms and expressing concerns about the ecological impacts of the project.

Protests intensified during a public consultation and Social Impact Assessment review meeting held in the Hawai circle. Represented by the Nukung Welfare Society, villagers submitted a letter to the Anjaw Deputy Commissioner, stating the project had failed to obtain their free, prior, and informed consent. “We have never consented to this. The total destruction of our ancestral land without our permission is unacceptable and illegal,” said Roshan Tawsik, Chairman of the Nukung Welfare Society.

According to the SIA report prepared by the G B Pant National Institute of Himalayan Environment, the village of Nukung may be submerged, while the neighbouring Mla village would be severely affected. Villagers pointed out that the study for fails to capture the full extent of displacement and cultural harm the dam would cause.

The area at risk includes sacred sites important to the Mishmi tribal community, such as Hutung Graam—the mythological abode of the community’s supreme deity—as well as Mlaang and Mlaanguh’s Farm, Kaapyiu Raknaang, and the downstream pilgrimage site Parshuram Kund (Tailung) and Nimkeh.

Local villagers also pointed out that the project could lead to loss of biodiversity, deforestation, and damage to rivers. The project’s proximity to the borders with China and Myanmar raises additional worries.

The government has approved a 50 percent reimbursement of State Goods and Services Tax for the project. Official estimates suggest the project will generate Rs 318 crore annually in free power and contribute Rs 2.2 crore per year to the Local Area Development Fund. Moreover, it is expected to create approximately 1,700 direct employment opportunities, prioritising the locals.
