Summary

In December 2024, residents of Chogal villahe in Jammu and Kashmir's Kupwara district protested against the state government move to relocate the Government Medical College (GMC) Handwara from its originally approved site in Handwara.

The decision to relocate comes after nearly four years of laying the foundation and spending around Rs 40 crore on construction work, sources told LCW. According to the locals, nearly 200 kanals of land were demarcated for the project.

When the government first approved this location for the GMC, the entire village viewed it as a "pathway to development and prosperity for the entire region". Farmers willingly vacated their land, which had been cultivated for generations, and did not object to the felling of several walnut trees in the area in hopes of reaping economic benefits later.

Their hopes, however, were dashed after the newly elected government announced its plan to relocate GMC citing concerns over flooding in the area.

The villagers are now demanding compensation for affected farmers and cancellation of the relocation order. Iqbal Ahmad, Sarpanch of the village told LCW, "We are not only demanding compensation for the affected farmers, but we, the people of Chogal, want this institution to stay here. We do not want relocation as we know how beneficial it would have been for us."

Meanwhile, Nodal Officer New Medical Colleges J&K, Dr Mushtaq Ahmed Rather, dismissed concerns of significant financial setback and stated that only 5 percent of construction work had been completed at the original site.

The government has constituted a committee to facilitate the relocation of the GMC Handwara project. The committee is also tasked with assessing safety parameters and compliance with National Medical Commission (NMC) norms, which mandate a minimum of 200 kanals of land for medical colleges. The committee is yet to submit its report.
