Summary

In 2024, the Maharashtra government approved the establishment of Green Integrated Data Centre Parks, with an expected investment of Rs 1.60 lakh crore. Under the project, the state government plans to set up three data centre facilities with a capacity of 500 MW each in Mumbai and Navi Mumbai.

Since 2019, Mumbai has attracted 53 percent of all the investments in data centres across India, yet residents of Mumbai see it as a severe cause of concern. While the government promotes use of green energy consumption for data centre, residents of Mahul claim otherwise. The Mahul region is one of the most polluted region in the country with Bombay High Court declaring some regions as unfit for human habitation. A key reason for the poor air quality is the pollution from the coal-fuelled thermal power plants operated by Tata Group and Adani.

Earlier, the Maharashtra government had declared closure of Tata Trombay thermal power plant and Adani power plants in Mahul to reduce air pollution. However, in 2023, the two power plants were given extensions after taking into consideration the rising demand for energy, especially by data centres in Mumbai. A leaked report found that Mumbai has 16 Amazon-owned AWS data centres in Mumbai and in 2023, the energy demands for just these data centre exceeded 624,518 MW, which is equivalent of energy consumption of 4 lakh households.

The demand for energy is likely to increase substantially given several new projects being launched, including a 2.5 GW data centre being built by Lodha.

Mahul, which used to be a former fishing village, is home to thousands of people who moved there after slum clearances elsewhere in the city. Residents say that pollution-linked illnesses were common in the area because of the coal-powered thermal plants. "There are so many cases of skin and eye irritation, cancer, asthma, TB and more, and no assistance from the government," a resident told The Guardian.

Residents further reported frequent outages and sharp rise in electricity bills. In neighbourhoods like Cheetah Camp in Trombay, some residents reported being billed for months they were away, or being charged for years-old dues.

In the Union Budget 2026–27, Finance Minister Nirmala Sitharaman announced tax incentives for any foreign company that provides cloud services to customers globally by using data centre services from India. While the data centre operators promise green energy consumption, the reality on ground suggest a heavy reliance on coal-based thermal power plant to run the facility 24*7.

Further, activists have raised concerns on water consumption of data centre in already water scarce Mumbai metropolitan region.

The immense water and energy needs and the polluting nature of energy for data centre presented as green projects have caused anxiety amongst Mumbai's residents.
