Summary

In May 2025, the National Green Tribunal (NGT) bench at Bhopal took cognizance of an instance of felling of 700 trees within the catchment area of Bhoj Wetland, a Ramsar site. Approximately 700 trees were cut down for construction of road and a cricket stadium in Neelbad-Barkheda Nathu area of Bhopal, allegedly without adhering to the norms of compensatory afforestation or statutory contributions

On a petition filed by Green activist Nitin Saxena, the tribunal asked the Principal Chief Conservator of Forest and other authorities to set up central rights committee, undertake tree census and geo-tag trees. It also ordered for ensuring statutory mandate of compensatory afforestation or monetary contributions, observing compliance to the state level Tree Protection Law as well as examining the permission sought for cutting of more than 25 trees.

The development of cricket stadium is a part of the International Sports Complex currently under construction in Barkheda Nathu Village, located south-west of Bhoj Wetland. The sports complex is being developed by Madhya Pradesh Road Development Corporation Limited (MPRDC), over an area of 145 acres. The expected investment for the sports complex is around Rs 1300 crore.

The plea highlights violation of procedures as envisaged under MP Vrikshon Ka Parirakshan (Nagariya Kshetra) Adhiniyam 2001. It is further averred that necessary approval from Town and Country Planning were bypassed before the deforestation began.

The increasing construction activities near the Bhoj Wetland in Bhopal has caused concerns among the citizens and environmentalists, who fear damage to the ecologically sensitive area and biodiversity of the region. Bhoj Wetland which comprises of two contiguous human-made reservoirs, is surrounded by the city of Bhopal and is home to rich biodiversity.

An expert committee has been constituted by the NGT comprising members representing MoEF&CC, CPCB, Additional Chief Conservator of Forest and State PCB, with the mandate of preparing ground report.

The next hearing on the matter is scheduled on 23 July 2025.
