Summary

Large-scale encroachment and illegal constructions on government land have been uncovered at Parunthumpara hills near Peermade in Idukki district of Kerala. A Special Investigation Team (SIT), appointed under the direction of the Kerala High Court, found that significant portions of government land in the area had been illegally occupied, with allegations that some revenue officials supported these activities.

According to the SIT report submitted to the court in 2025, about 624.84 acres in Survey No. 534 in Peermade village and 9,875.96 acres in Survey No. 441 in Manjumala village have been encroached upon. The report also pointed to cases where pattas (land ownership documents) were allegedly forged or issued without proper authority to facilitate illegal occupation of government land.

The issue gained public attention after a cross was erected on government land at Parunthumpara by Sajith Joseph, a resident of Changanassery. The construction triggered protests, as it was alleged to be part of a land grab attempt. Acting on the direction of Idukki District Collector, a revenue team led by the Peerumade Land Acquisition Tahsildar demolished the structure.

Following allegations of land encroachment in three villages of Peerumade taluk, the district administration formed a 15-member SIT headed by the Idukki Sub-Collector following the High Court order. Officials who had not previously worked in Peerumade taluk were included to ensure an impartial investigation. Two survey teams were also appointed to demarcate government land in Peerumade, Manjumala, and parts of Vagamon, where large-scale encroachments have been reported.

Due to rising protests and tensions surrounding the issue, the District Collector issued prohibitory orders in the affected villages from 6 March 2025, and appointed the Peerumade Tahsildar as Executive Magistrate to maintain law and order.

After examining the SIT report, the High Court extended restrictions similar to those imposed in Munnar in 2010 to the affected areas in Peerumedu and Manjumala villages. The court directed that no land excavation or construction should take place without a No Objection Certificate from the Revenue Department and a building permit from the concerned local body. Authorities were also instructed to restrict the transportation of construction materials into Parunthumpara.

The court further directed district officials and local panchayats to strictly enforce these restrictions and prevent unauthorized construction. The SIT will continue investigating the extent of encroachments and the alleged involvement of public officials in issuing fraudulent pattas.
