Summary

In November 2025, thousands of farmers from Khairagarh and nearby villages protested against Shree Cement’s proposed Sandi Limestone Block mining project in Khairagarh–Chhuikhadan–Gandai district of Chhattisgarh.

The mining proposal is for a mechanised open-cast operation spread over 404 hectares with a production capacity of about 3.64 million tonnes per annum.

In response to the publication of the Environmental Impact Assessment (EIA) report, on 28–29 November 2025, around 200–250 villagers from Bundeli and neighbouring villages protested outside the Collector’s office. Villagers alleged that not only had the company published only 10 pages of the report, but the EIA summary was deliberately supplied only in English, violating the EIA Notification 2006 requirement to provide documents in the local language.

They argued that the public hearing scheduled for 11 December 2025 was being conducted fraudulently and demanded its cancellation, stating that the EIA concealed key information on land acquisition, compensation, rehabilitation and resettlement, despite the project affecting at least 40 villages within a 10-km radius.

In a letter to the Chhattisgarh Environment Conservation Board (CECB), villagers also alleged that the EIA limited its assessment to only three villages while ignoring the wider region. They warned that the open-cast mine would threaten 13 water sources, including one river, eight canals and four drainage channels, in an area already facing groundwater scarcity. According to them, the project proposes extracting 100 KLD of groundwater without disclosing any permissions. They also raised concerns about two government schools located within 250–300 metres of the lease area, warning that dust, blasting and noise would directly endanger children’s health and safety.

Officials assured the protesters that their objections would be registered according to due process and the further action will be taken after an investigation.

On 6 December 2025, thousands of residents and farmers from surrounding villages blocked the Rajnandgaon–Kawardha highway, arriving with more than 200 tractors and trailers to oppose the public hearing. Further, 39 villages passed Gram Sabha resolutions formally rejecting the mining project and submitted consolidated objections to authorities. Protesters stated that the project would worsen pollution levels in a district already affected by emissions from sponge-iron and cement plants.

Although the CECB continued to list the public hearing for 11 December 2025, villagers warned that if the hearing proceeded, 50 villages would launch a much larger agitation.
