Summary

Around 15 to 20 landowners in Jampui Hill of North Tripura have been waiting for compensation for over seven years. Their land, in the Tlaksih to Thumlai stretch, was acquired by the National Highways & Infrastructure Development Corporation Limited (NHIDCL) for the Manu-Simluang Road (NH-44A, Package IV). Although all necessary legal procedures were reportedly completed, the promised compensation is yet to be disbursed. 

The acquisition was carried out through the Competent Authority for Land Acquisition (CALA), overseen by the Additional District Magistrate (ADM) of North Tripura. 

The issue drew the attention of the Tripura Human Rights Commission (THRC) after the Tripura Times reported on the issue. Following which, it directed NHIDCL to file a report responding to the complaint by the affected families. The Tripura Human Rights  Commission stated, "Despite the absence of any dispute or legal hurdle, the compensation remains unpaid, leaving the affected families in distress and disillusionment. The land was officially acquired through the process initiated by the Competent Authority for Land Acquisition (CALA), which in this case was the Additional District Magistrate, North Tripura. Notifications under Section 3A and 3D of the National Highways Act, 1956 were issued on June 25, 2018, and February 4, 2019, respectively. The final award determining the compensation was announced on January 19, 2021."

Chairperson of THRC Justice Lodh also stated, "Despite the absence of any legal dispute or ownership issue the compensation has not been released, leaving the families in distress. NHIDCL's repeated deferrals citing project alignment changes, contractor issues, and a new Detailed Project Report are unjustified."

It is claimed that there are no legal impediments standing in the way of compensation. The required evaluations has already been completed by the Sub-Divisional Magistrate (SDM) of Kanchanpur and the same has been forwarded to the Competent Authority for Land Acquisition (CALA). Additionally, funds for disbursement are understood to be available.

Meanwhile, the prolonged wait has taken a heavy toll on the affected families. Around 7 and 10 houses were destroyed during the acquisition process, displacing several households. As a result many of them are forced to live in temporary shelters—structures with roofs that have leaks, broken windows. Their once-thriving arecanut plantations and other horticultural plots have been left untended, now overrun by weeds, pests, and decay.

In April 2025, the landowners renewed their appeal and once again took their grievances to the Additional District Magistrate (ADM) of North Tripura. The matter was subsequently referred to NHIDCL’s Project Management Unit in Dharmanagar. However, NHIDCL officials reiterated that the land cannot be de-notified, as the acquisition process under the National Highways Act has already concluded. 

The landowners are now appealing to the District Magistrate of North Tripura and the local MLA and Industries & Commerce Minister to intervene.
