Summary

The Purunga underground coal block in Dharamjaigarh block of Raigarh district is the latest flashpoint in a district that has seen sustained resistance to coal mining over the past decade. Allocated to Ambuja Cements Limited, a subsidiary of the Adani Group, in the March 2023 commercial auction round, the block spans approximately 8.7 square kilometres of the Mand-Raigarh coalfields and holds an estimated 260 million tonnes of reserves. It covers 621 hectares of forest land and nearly 248 hectares of private land, touching ten tribal villages and the Kokdar reserved forest — an ecologically significant area for wild elephants.

Raigarh district falls within the Fifth Schedule area under the Constitution, bringing the full force of PESA protections to bear on any land acquisition or development project here. When the district administration announced a public hearing for 11 November 2025, as part of the project's environmental clearance process, communities across three villages — Purunga, Savarsingha, and Kokodar — responded by convening a special Gram Sabha under PESA, passing a unanimous resolution against the project. They then staged a gherao of the district administration office, submitting a memorandum to the Collector demanding cancellation of the hearing.

Community opposition rests on two interconnected concerns. Firstly, villagers fear that underground extraction will present environmental challenges to the local water table, drying up sources that villages depend on, while mining activity within the Kokdar forest would deepen an already severe human-elephant conflict. Communities cite 167 villager deaths from elephant attacks and 69 elephant deaths since 2001 as evidence that the forest's integrity is not incidental but essential to their survival. Secondly, residents allege that despite repeated attempts, no company representative has engaged with them on these issues. The company's assurances, relayed through the SDM, that underground methods would minimise displacement and that operations would not begin before forest clearance were dismissed by villagers as inadequate responses to substantive ecological and rights-based concerns.

The political response has aligned with communities. Local MLA Laljit Singh Rathiya issued a public warning against coercive land acquisition, and Congress leaders joined civil society in questioning the legitimacy of the consent process. Environmental activist Rajesh Tripathi framed the issue in terms of a structural pattern, alleging that legal processes were being systematically subverted to facilitate industrial access to tribal land.
