Summary

Gir Protected Area in the Saurashtra region, renowned as the only place outside Africa where wild lions thrive, has once again become the focal point of controversy. The Union Ministry of Environment, Forest and Climate Change (MoEFCC) in September 2024 published a draft notification marking 2,061.77 square kilometres around the Gir Protected Area as an Eco-Sensitive Zone (ESZ). The move, aimed at providing a buffer to the increasing population of Asiatic lions, sparked protests from local communities and political parties alike.

The proposed ESZ covers 196 villages across Junagadh, Amreli, and Gir Somnath districts, encompassing 1,779.32 square kilometres of revenue areas. While it excludes 32.67 square kilometres of human settlements, the revised draft significantly reduces the originally proposed ESZ of 3,328 square kilometres from 2016. The government’s justification for the reduction is to accommodate the basic needs of the communities residing near Gir. However, this explanation has done little to quell the rising opposition.

On 30 September 2024, leaders from Visavadar taluka, along with representatives from local panchayats and village Sarpanches, presented their objections to the Chief Minister. During the protest, slogans were raised against the implementation of the eco-sensitive zones.

In October 2024, all the 196 villages passed a collective resolution demanding the cancellation of the eco-sensitive zone. 

Protests against the proposed ESZ regulations are intensifying across Saurashtra, with villagers fearing displacement and loss of traditional rights. A massive rally was taken out in Moruka Gir village of Talala taluka, where leaders from all communities, along with youth and women, marched in large numbers, demanding the repeal of what they called a "black law" that would hand over their village to the Forest Department. Meanwhile, in villages like Limdhra, Haripur, and Khambha in Visavadar taluka, protesters incorporated their opposition into Navratri celebrations, displaying banners and chanting, “Hey Ambe Maa, give the government the wisdom to remove the eco-zone,” during Garba performances.

LCW researcher filed an RTI request with the Collector's office of Gir Somnath, seeking details of the notification and protests. While forest officials provided a copy of the draft notification, they did not provide any information related to the protests.

This is not the first time such protests have erupted. In 2016, a similar ESZ notification led to widespread opposition, and the Gujarat High Court intervened, halting the finalisation of the notification. However, in July 2023, the court allowed the state government to submit a fresh proposal, leading to the current draft, which seeks to balance wildlife conservation with the needs of the local population.
