Summary

In Hati Utha Pahar, in Assam’s Morigaon district, local tribal communities are vehemently opposing a granite mining project that could disrupt their cultural heritage and livelihoods. The hill, a sacred site for the indigenous Karbi community, is integral to their cultural identity, sacred worship sites, cemeteries, and religious sites tied to ancient stories. It also serves as a flood refuge for thousands of families during the monsoon season and supports biodiversity near the Pobitora Wildlife Sanctuary.

On 17 August 2024, the Assam government released an e-auction notice (No. GM/ET/842/pt-1/1413) to allocate three granite extraction blocks to a Kolkata-based firm on a 20-year lease. Villagers, primarily from Monoha and surrounding areas including Barhampur, Doipara, Bherbheri, Borigaon, Nuagaon, Majuguri, Bongalbari, Kathalguri, Bornoloni, Bhakatguri, and Kacharigaon, have held continuous protests near the hil.

Locals say that they learnt about the project only through newspaper advertisements. They claim that no public hearings were held and no NoC was obtained from the Morigaon district administration. “This is a sacred mountain for us. Each rock here carries a story that goes deep into time. Now, if, in the name of mining, the government destroys these rocks, it would be like erasing a part of our culture and our identity,” said Bikhyat Ingti, a resident of Monoha village.

While the Directorate of Geology and Mining officials are tight-lipped about the plan, the local community has sent a memorandum to the District Commissioner (DC), demanding the project’s cancellation and adherence to legal procedures. They said the DC admitted he was not informed by the Directorate of Geology and Mining about the plan.

In addition, the villagers have highlighted broader issues of environmental damage due to mining activities. "Granite mining will completely ruin the hill and its surroundings, including cropland and beels (wetlands). There will be grave air, water and sound pollution as well. And the hill is deeply connected to our identity and culture. It also harbours biodiversity, including monkeys, birds, reptiles, etc," Pradip Bangthai, a village elder told the press.

Villagers are also apprehensive about the impact of granite mining on livelihoods. "Our fertile paddy fields will get polluted and suffer sedimentation, as will be the wetlands. This will impact both agriculture and fishing," Akshay Bangthai, a farmer, said, adding that air and sound pollution would make the villagers' existence unbearable.
