Summary

In December 2024, tensions flared in Chamardi village of Babra taluka after farmers staged a road protest, blocking vehicles of a windmill contractor and accusing the company of damaging agricultural land and the village pond embankment.

The protest followed weeks of complaints by villagers, who alleged that repeated representations to the Babra Mamlatdar brought no action. On the protest day, farmers gathered at the construction site, stopped the contractor’s vehicles, and declared they would not move until their grievances were addressed. In a symbolic show of defiance, some villagers even sat down for lunch on the road in front of the machinery.

According to a representation submitted to the Babra Mamlatdar on 9 December 2024—details of which later surfaced through an RTI reply—the windmill company and its contractor erected power transmission lines over Chamardi’s pond embankment, damaging nearly 100 metres of the structure. Farmers alleged that fences were uprooted, vehicles driven through their fields, and stones from the embankment discarded. They warned that breaches in the pond embankment could lead to water-logging of more than 700 bighas (280 acres) of farmland belonging to around 30 farmers, threatening standing crops. Villagers also claimed the work was carried out illegally.

During his visit to Chamardi, the minister for Water Resources and Water Supply, Food Civil Supplies and Consumer Protection was directly informed by citizens about the damage caused by the windmill project, the alleged harassment faced by farmers, and the harm to government property. It was further conveyed that the concerned agency had since undertaken repair work.

In a letter dated 10 January 2025, the Revenue Talati of Chamardi confirmed the villagers’ complaints to the Babra Mamlatdar. Following a site inspection, officials reported that power poles had indeed been erected on the eastern embankment of the pond, situated on government land and soil had been removed to facilitate construction. The Talati noted that farmers demanded the embankment be rebuilt to prevent flooding of adjacent fields and assured that the company would be required to carry out repairs.

Subsequently, the Babra Mamlatdar wrote to the Deputy Collector, reiterating that damage had occurred during the construction of the power line.

This is not an isolated incident. Farmers across the region have voiced concerns about windmill projects being implemented in a haphazard manner in both Lathi and Babra talukas of Amreli district. Protests have been escalating, with villagers alleging increasing damage to agricultural land and water bodies. In December 2023, farmers staged large rallies and submitted a memorandum to the District Collector, raising slogans against the windmill projects and demanding corrective action.
