Summary

The proposed establishment of a coke manufacturing unit at Thlukure Wahtongtiang in Mookhep village, East Jaintia Hills, has sparked controversy as the Dorbar Shnong (village council) of Wapungskur is strongly opposing the project.
 
The Meghalaya State Pollution Control Board (MSPCB) granted a Consent to Establish (CTE) to Om Om Coke for a single-chimney coke plant costing Rs 4.50 crore, initially based on a No Objection Certificate (NOC) from Mookhep's village council and the Dolloi of Jowai Elaka. However, it was later revealed that the site actually falls under Wapungskur, and the village was not consulted before the approval.
 
Postling Dkhar, the headman of Wapungskur Dorbar Shnong, questioned the basis for granting the CTE without a public hearing with Wapungskur village. “I am shocked by this unacceptable action of the headman of Mookhep village. Despite knowing our clear boundaries, he went ahead and issued an NOC for the coke plant on our land,” Dkhar [told ](#:~:text=The protest is after the,cost of Rs 4.50 crore.)the media.
 
The Dorbar Shnong has submitted a formal objection to the MSPCB, criticising the project as violating community rights and environmental legal norms.
 
The issue has garnered support from local pressure groups, such as the Federation of Khasi Jaintia and Garo People and the Khasi Students’ Union (KSU), who back the Dorbar Shnong’s opposition and demand the immediate revocation of all permits and NOCs. The KSU has appealed to both the Dolloi and the headman of Mookhep to withdraw the consents they issued.

A Self-Help Group from Lelad village also submitted a memorandum to Sutnga-Saipung MLA Santa Mary Shylla and Deputy Commissioner Shivansh Awasthi, informing them about health issues caused by an existing coke plant. “Residents are losing sleep due to inhaling the smoke,” Sutnga mentioned during an environmental awareness event on April 1.

In response to the opposition, the MSPCB agreed to re-inspect the site to verify claims about its jurisdiction. Subsequently, the Dolloi of Jowai Elaka, Puramon Kynjing, decided to revoke the NOC granted to Om Om Coke and directed the headman of Mookhep to do the same. Following this, the MSPCB ordered M/s Om Om Coke to halt all activities on its coke factory site at Thlukuru in East Jaintia Hills. The MSPCB noted that although the CTE is valid until [28 February 2026](#:~:text=The protest is after the,cost of Rs 4.50 crore.), it can be revoked or changed if there are any misrepresentations, violations, or community concerns. The CTE does not give ownership rights or allow any environmental or legal violations.
