Summary

In August 2024, Rangareddy District Collector and Serilingampally Deputy Collector issued notices to 240 structures around Hyderabad's Durgam Cheruvu lake, including residents of Amar Society, Nectars Colony, Doctors Colony, Kavuri Hills, directing them to remove illegal structures that have come up in Full Tank Level (FTL) and buffer zone of the water body.

Among the recipients of the notices, include Tirupathi Reddy, brother of Telangana Chief Minister A Revanth Reddy, whose residence and office are located in the area. Several residents and welfare associations have since taken the matter to the Telangana High Court, disputing the classification of their land as encroached.

The Telangana High Court questioned the State on selective action against encroachers and ordered an interim stay on demolitions by the Hyderabad Disaster Management and Asset Protection Agency (HYDRAA), while petitioners argued their properties had valid GHMC and HUDA approvals. The government said the notices followed court directions in a pending PIL on Durgam Cheruvu’s preservation. The judge also ordered the cases to be heard along with the PIL before the Division Bench.

Once known as Hyderabad’s “Secret Lake,” Durgam Cheruvu originally spanned about 160 acres but has steadily shrunk amid the city’s rapid IT corridor expansion. As commercial and residential projects spread across Madhapur and Jubilee Hills, residents and activists began raising alarms about encroachments of the lake in 2001. They alleged that authorities like HUDA and GHMC were accused of approving constructions in restricted areas during early 2000s.

In 2015, the Telangana Assembly’s Estimate Committee found that nearly 60 acres near the lake has been encroached, with about 222 apartments, individual houses, commercial buildings built within the FTL level.

Meanwhile, residents argued that some homes were built years ago with approvals. During a hearing on a plea by residents of Kavuri Hills, who approached the Telangana High Court stating that the original area of the lake is only 65 acres, the state government clarified that its preliminary notification put the extent of Durgam Cheruvu at 160 acres.

On a plea filed by Amar Society Plot Owners Association, the Telangana High Court in June 2025 directed the Greater Hyderabad Municipal Corporation (GHMC) to resolve the issue of encroachment of Durgam Cheruvu within eight weeks by re-fixing the FTL. The court also told the GHMC commissioner to follow the recommendations of a 2022 expert panel.

As the government is working towards adopting scientific methods to prepare the final notification for the lake’s FTL, locals are still waiting for clarification. Meanwhile, efforts are on to fully safeguard the ecology from encroachment, pollution, and flow.
