The Marina Beach Blue Flag Certification is part of the Beach Environment and Aesthetics Management Services (BEAMS) Programme by the Tamil Nadu government and the Greater Chennai Corporation (GCC) to redevelop Marina Beach in accordance with the international Blue Flag certification programme. The certification recognises beaches that meet high standards of cleanliness, safety, accessibility, and public amenities. It includes the creation of public spaces, walkways, sanitation facilities, surveillance systems, and recreational infrastructure. The Tamil Nadu Government aims to transform Marina Beach into a world-class urban beach, improve public safety, boost tourism, and ensure better management of one of Chennai's most iconic beaches. Authorities have also maintained that regulating vending and commercial activity is necessary to reduce congestion, improve cleanliness, preserve sea views, and prevent the beach from becoming an unregulated commercial area.
The initiative has generated opposition from both fishing communities and beach vendors, who argue that it prioritises tourism and beautification over traditional livelihoods and other environmental concerns, such as sea erosion.
Resistance to the project emerged through a series of protests. In December 2025, fishing communities sought meetings with Greater Chennai Corporation officials, demanding that traditional livelihoods be prioritised and requesting roadside shelters for fish vendors who had experienced declining incomes after relocation to a new fish market.
In January 2025, fisher leaders called for the creation of a committee to protect traditional fishing livelihoods and ensure continued access to fishing zones along Marina Beach.
On 3 April 2025, fishers from ten coastal villages staged protests demanding that the Blue Flag project be withdrawn and that a protected traditional fishing zone be established in areas where fishers land, sort, and sell their catch. They also demanded that Marina Beach not be treated solely as a public recreational space, arguing that it has historically functioned as a place of livelihood for coastal communities.
In September 2025, representatives from 26 coastal villages opposed the Blue Flag expansion and called for the preparation of a Coastal Zone Management Plan with fisher participation, warning that multiple ongoing coastal projects were collectively threatening traditional fishing practices such as cast-net fishing, seine-net fishing, and fish drying.
In February 2026, fishers organised a human chain protest against proposals to extend the Blue Flag scheme to Marina Loop Road, arguing that tourism infrastructure should not come at the expense of fishing rights, vending spaces, access to the shore, and boat parking areas. Protesters demanded consultations with officials and alternative livelihood arrangements for affected families, expressing fears that continued expansion of the programme would eventually push fishing communities off the beach altogether.
For the beach vendors, the principal source of contention was the GCC's decision, supported by the Madras High Court, to reduce the number of authorised vending units on Marina Beach from 1,417 to 300 in order to facilitate Blue Flag certification and beach management objectives. The High Court also ordered that these shops be allotted through a lottery conducted under the supervision of a retired judge and that large portions of the beach remain hawker-free, particularly within the Blue Flag zones. The lottery process for vending licences has been carried out under judicial supervision.
Vendors argued that over 4000 families depended on beach vending for their livelihoods and that such a drastic reduction would result in widespread livelihood loss. Vendors demanded that every affected family be guaranteed a vending space and called for the creation of separate vending zones so that livelihoods could be protected while allowing redevelopment to proceed. On the other hand, some groups supported stronger regulation of commercial activity and called for a clearer policy on encroachments and beach management.
Three out of the four phases have been completed and opened to the public, and the project is now approaching its final stages of implementation.
