Summary

The Bodoland Janajati Suraksha Manch (BJSM) along with the All Assam Tribal Students’ Union (AATSU) has called upon the Bodoland Territorial Council (BTC) and the Assam government to intervene decisively in response to claims that Maoist elements are linked to ongoing forest encroachments in the Bodoland Territorial Region (BTR).

Representatives from the two organisations, headed by BJSM president Daoraodekhreb Narzary, submitted a memorandum to Suman Mohapatra, who serves as Additional Principal Chief Conservator of Forests and heads the Forest Department under BTC, at Kokrajhar.

Speaking after the submission, Narzary stated that the groups are increasingly concerned about what they perceive as a rising Maoist influence in the area. He alleged that certain individuals engaged in illegal occupation of forest land are guided by Maoist ideology, which, he argued, could undermine peace and stability in the region. He also pointed to recent developments in Runikhata and nearby parts of Kokrajhar, claiming these incidents reflect attempts to disturb the prevailing order in BTR.

While noting the Forest Department’s initial efforts, the Bodoland Janajati Suraksha Manch (BJSM) said the situation on the ground is still serious and called for swift action. It referred to reports from residents about suspected Naxalite/Maoist activity in forest areas, allegedly involving armed groups, which has heightened fear among indigenous communities.

The Bodoland Janajati Suraksha Manch (BJSM) stated that concerns over Maoist presence resurfaced after an attempted IED blast between Kokrajhar and Salakati in October 2025, where one extremist was killed while others escaped. It alleged that such elements are inciting sections of the Santhal community, creating tension and threatening peace in the BTR. It is also added that in some areas, villagers have begun night patrols for safety, with families relocating vulnerable members, and described the situation as deeply concerning.

The organisations have urged both BTC authorities and security agencies to carry out a detailed probe and take appropriate action against those found responsible, while also pressing for stronger safeguards to preserve forest resources and protect indigenous rights.

In response, Mohapatra acknowledged the gravity of the situation, stating that forest encroachment has occurred on a considerable scale, particularly within the newly Sikhna Jwhwlao National Park, where large stretches of land have reportedly been occupied. He confirmed that an inquiry is currently in progress and indicated that authorities are preparing to initiate an eviction drive in the affected areas.
