Summary

The Gujarat government signed a Memorandum of Understanding (MoU) with the Airports Authority of India to develop greenfield airports across 11 towns in the state in 2023. As part of this initiative, a Greenfield Domestic Airport was proposed at Jhalod in Dahod district. The proposal soon triggered opposition from residents of five villages in Jhalod taluka—Tadhagola, Chhayan, Sharda, Gultora, and Kaligam Gurjar, who raised concerns that the project could result in the acquisition of agricultural land and adversely affect local livelihoods. On 10 January 2025, a group of 55 villagers filed a writ petition before the Gujarat High Court challenging the proposed airport project. The petition’s core contention was that the airport project was being advanced on private tribal agricultural land, despite verbal assurances that it would be built on forest land. 
According to the petitioners, acquisition of these lands without adequate compensation and rehabilitation would destroy farming and livestock-based livelihoods and undermine the economic security of affected families. These lands sustain farming, livestock, fuelwood, and other everyday needs, villagers said the airport would threaten their livelihood security and therefore opposed the project’s land acquisition and demarcation. 

The Gujarat High Court, however, dismissed the writ petition, observing that only survey activities had been undertaken and that no formal land acquisition notification had been issued at the time. The Court therefore found the challenge to be premature, as the project had not yet entered the acquisition stage. Later, in September 2025, during the Monsoon Session of the Gujarat Assembly, the proposed project was approved, triggering far more confusion and concerns among the locals. As reported by Dainik Bhaskar, Mukesh Damor, a farmer from the land, said, "This work was started without taking a resolution from the Gram Sabha, without informing the Sarpanch. If there had been a discussion with the villagers, then such a police force would not have been needed.”

After approval, demarcated work related to the airport project was carried out under police protection that same month. Jhalod Deputy Superintendent of Police DR Patel, speaking to Dainik Bhaskar, said, “The villagers have been assured that no private land will be taken for this project at present. The work is going on in a peaceful atmosphere.”
Demarcation of 141 hectares of land began in Tadhagola and Sharda village in Jhalod Taluka of Dahod district for the airport project. However, the entire project is estimated to require 4190 acres of land, including land from 9 other villages. Farmer leader Mukesh Dangi stated that local communities had cultivated forest land and government fallow land for generations and depended on these lands for their livelihood.
