Summary

The Runjh Medium irrigation project in Panna district, Madhya Pradesh, has emerged as a site of sustained contestation as it is situated within the ecologically fragile and economically distressed Bundelkhand region. The project, proposed across the Runj river near Vishramganj village in Ajaigarh tehsil, involves the construction of a 1182-metre-long composite dam at a cost of Rs 513 crore.

The land, displacing 200 families and over 1200 people, supports rain-fed cultivation, household livelihoods, and forest-dependent use. At least 90 percent of the affected population belongs to Scheduled Tribes, and official reports by the Government of Madhya Pradesh describe loss of homes, wells, forests, and agricultural land.

While conceived as a developmental intervention to address water scarcity and agrarian distress in the region, the project entails the submergence of 482.82 hectares of land at full reservoir level, comprising 155 hectares forest land, 241 hectares of private agricultural holdings, and about 80 hectares of government land, based on the official Environmental Clearance report here. This transformation of land use -- from cultivated fields and forest areas into a reservoir -- has resulted in the loss of homes, wells, agricultural land, and access to forest resources, as documented in both official summaries and media reports.

The implementation of the project has been marked by allegations of procedural and substantive irregularities. Affected persons have asserted that irrigated lands were, in certain instances, classified as non-irrigated, thereby reducing compensation entitlements. There are further claims that demolition of houses and destruction of standing crops occurred prior to the completion of compensation payments and rehabilitation measures, raising concerns regarding compliance with statutory safeguards.

Tensions between the administration and local communities have periodically escalated. These grievances have culminated in organised resistance, including a construction-site stoppage and dharna in November 2022, followed by a demonstration at the District Collectorate in March 2026, including the reported invocation of prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), restricting assembly and expression within protest sites and detention of social activist Amit Bhatnagar who is advocating for the farmers and those displaced. The protest has been paused (and not withdrawn) on the condition that the administration would share administrative orders, land acquisition proceedings under Section 11, Gram Sabha records, and accurate compensation awards.

The conflict around the Runjh irrigation project reflects a broader pattern of development-induced tribal displacement wherein large-scale infrastructure projects intersect with legally protected rights, raising critical questions of consent, compensation, and the equitable distribution of developmental burdens.
