Summary

On 2 October 2024, a violent clash erupted between Hunphun and Hungpung villagers in Ukhrul district, Manipur over a land dispute that left three persons dead and over twenty injured. The Tangkhul Nagas, the dominant tribe in the Ukhrul district, inhabit both villages.
 
The dispute concerns the boundary between the two villages, in the area between Ngaphar and Thingrasa. The judicial rulings in 1922 and 1952 by the Court of the Sub-Divisional Officer of Northeast India established the land as a neutral zone for both villages, but tensions continued. The construction of the Ukhrul Mini Secretariat on the disputed land in 2016 further reignited the conflict. 
 
The clash occurred during a community cleanliness drive organized by the Thawaijao Hungpung Young Students’ Organisation (THYSO), which Hunphun village reportedly opposed over an existing land dispute. The altercation quickly escalated, with exchanges of gunfire reported.
 
The clash led to further tension between the villages when a mob, predominantly youth, stormed the Ukhrul Police Station, looting police weapons, including 9mm pistols, 5.6mm INSAS rifles and AK-47 rifles. 
 
Following this breach, Ukhrul Sub-Divisional Magistrate Dinringam Kamei imposed orders under Section 163 of the BNSS, 2023, restricting movement in the affected area. Security was tightened with the deployment of police, Manipur Rifles, Assam Rifles, and CRPF. Authorities also temporarily suspended internet services in Ukhrul to prevent the spread of inflammatory content.
 
According to Inspector General (Operations) IK Muivah, sixteen of the twenty firearms stolen from the Ukhrul police station on October 2 were recovered by the Police.
 
Three Tangkhul legislators, Khashim Vashum, Ram Muivah, and Leishiyo Keishing, issued a joint statement following the clash, appealing for peace and urging both villages to resolve their grievances through dialogue. “We are not just neighbours, we are family” the statement read.
 
Other local organisations like the Tangkhul Baptist Churches’ Association and the Tangkhul Shanao Long also appealed for peace among the Tangkhuls following the clash.
